Are there too many black people in the UK?

I was out and about in London today and quite surprised at the amount of black people, seem to be everywhere and I felt scared and uncomfortable as they were driving very aggressively and the smell of fufu (plantine) was everywhere.. is it me or is the black population in England very large?
