Should we cap day care subsidies for the 'poor'?

It is deeply upsetting to me to observe the tremendous percent of bad to poor mothers that I see everyday. Women that have made every conceivable wrong decision you could make in life yet the taxpayer continues to save the day for these women.Never mind that daddy bailed on her after leaving his load. Never mind that he is in prison or worse yet mama never knew his last name.Some people are soooooo wrong they do not deserve help.Some people are doomed no matter what you do for them.
